A few years ago, an ancient network of tunnels was discovered by Elysian miners in the northern mountains. A major archeological expedition was initiated to explore the site. The Council of Masters has kept it a strict secret until now. No complete explanation has been given for their previous secrecy, but the information has since been released to the public by Master Scholar Victor Engel. The site is truly a wonder to behold; ancient pillars line the side of the mountain, with an enormous granite entrance some 50 feet high, opening into an intricately adorned antechamber. The handful of excited scholars chosen to study the ruins claim that it predates the ancient Mappa Mundi Empire itself, but possesses subtle signs that the Empire had used it during it's fall. Many Elysians believe that the third king of Mappa Mundi's tomb may lie within its depths, though no proof of this has been found. A number of chambers, including a massive spiral library, are now open to visitors with council permission. At the moment, only VIPs like historians or diplomats are allowed to enter, but the council has promised that by the end of the year anyone in the world will be able to walk its ancient halls. The scholars have yet to come up with a sufficient name for the ruin yet.

Olspherian Scholars are greatly exited and would love to share any knowledge they may have and help join a wider international effort to better understand this spectacular and very unexpected discovery. A large organized goverment sponsored effort will be organized with your permission. Though it may be slow in coming as the Cerebrilian civil war wages on.

Olspherian scholars are welcome to study the ruins. However, government sponsorship will not be permitted at this time do to complications with certain internal organizations. Thank-you for your understanding.

I was informed by Phillip Den that a rather profound and interesting letter was sent to us by your Master Scholar, Victor Engel stating that "government sponsorship will not be permitted" and that it was "due to complications with certain internal organizations". The Olspherian goverment would like as much clarification as possible on these proclamations. This is simply because the only possible conceivable effort to investigate such a discovery on any noticeable level would be with government organization (for Olspher).
The Olspherian government has been informed that the nation of Saosidon is also extending efforts to explore this brilliant find. We are under the impression that any effort they extend with certainly be goverment supported (however, this information is not certain). If this is the case, we ask if this restriction is specific to our nation, and if this is true, we ask why?
If the problem is one of national ideals, then why is the goverment of Elysium the one with strict and utter control over the project, keeping it a secret for many years?
I believe clarification will answer these questions and end confusion and misinterpretation.

Master Engel is busy dealing with scholarly problems at the moment. However, I will offer whatever clarifications I can on his behalf.
At this time, only individual scholars are allowed to inspect and explore the ruins. They are free to take whatever notes and impressions they like back to their country and share them with any government organization as they desire, but, at this time, all official efforts by any foreign government are not permitted. This is due to, once again, matters of internal politics. We will contact you if and when organizations will be allowed excavation and exploration rights. Until such time, please adhere to the conditions stated above.

Olspher will be sending a great deal of scholars to study the ruins, they work for our goverment, however, we consider them observing the ruins of their own accord. As scholars they are eager to become a part of this miraculous find, Olspher is simply gracious enough to supply them with everything they will need to achieve that goal.

As our scholars should soon be arriving you your country, I think it pertinent to discuss accommodation. As you have not offered for any embassies to be established we have no place that Olspherian scholars may find room and board.

I apologize for the delay, but I was on site and therefor quite busy boxing the ears of a few overzealous scholars, as I'm sure you understand.
On the subject of your message, I would like to inform you that accommodations will be available just off-site in the base camp area. Tents and provisions will be provided free of charge, as is our custom. We consider the addition of your scholars' valuable mind power to be payment enough.
However, the council has urged me to remind you of several points, the first of which, that they will be required to pitch in to all community objectives as well as pursue their own goals.
Second, that the Elysian government is not responsible for any on-site accidents that may occur, though we promise aide to any situation that may arise.
Third, and on a more personal note, the Council would like to express confusion at your remark regarding any lack of Olspherian representation in Elysium, as many of its Masters walk past the Olspherian Embassy on their daily routines.

We thank you for the provisions and shelter of our people, and affirm that all scholars participating in the find are doing so of their own volition and following their own goals. Most are on the equivalent of a... multi-field multi-profession "sabbatical" if you will.
