Government Structure: Elysium is governed by the Council of Masters, which consists of 7 highly respected Masters who oversee specific fields as well as deliberate with the Council on universal issues.

Economic System Gift Economy. All citizens are required to distribute their goods and services equally free of charge. The government makes frequent evaluations to make sure the system stays in balance.
Political Parties: None; all in Elysium are together as a nation and separated individually as citizens. There are no political parties because the culture of Elysium is so powerful that all citizens share similar core beliefs.
National Motto: Live with honor and you shall die with respect.
Culture: Elysium is a nation of honor and compassion. We are a land of free thought and expression, of following hopes and dreams. At the very core of our ideals there is a set of moral codes that govern all people. Society in Elysium teaches the youth these ideals and they stay for life. Outsiders often get into trouble in Elysium, due to the apparent lawlessness our country has. Foreigners will often appear before the courts because they do not realize that our laws come from within ourselves, that we are governed by our hearts instead of our minds or bodies. In the old days, hundreds of years ago, Elysium was just as bloodthirsty as it was honorable, and though this battle lust has died off, a spark lies within all Elysians urging them to conquer and strive for glory. The nation of Elysium was formed by nomadic people, and their descendants still feel the urge to wander. There are only three full cities in Elysium because of this, and the populations of all three are constantly changing as people move in and out. The majority of the population lives in small hamlets dotting the countryside. Elysium's Virtue Mountain range also greatly effects its culture. Shrines were built on eleven peaks and all named after Elysian virtues. Many citizens travel to these shrines to either claim glory or pay retribution. Captains (Elysian citizens held in great respect for their skill, kindness, and patriotism) are buried under the shrine of the virtue they most embodied.

History: A few thousand years ago, when the old Empire collapsed, thousands of refugees and outcasts from the old Empire and the newly forming nations began heading east, the only area that the old empire did not build cities in. They banded together in small groups and, over time, began forming small tribe-like societies, though these tribes never had a name for themselves nor did the individual members all stick together, but instead began leaving and joining up with other tribes and then leaving again. Gradually the people settled and formed small outposts, then towns, and eventual the three cities formed. And yet still the people did not settle themselves, but used the cities and outposts to refresh themselves and relax between journeys.
