Olspher would like to open up talks with Cerebril concerning the "exchange" of troops that was made between our two allied nations. Here we can improved this program and further relations between out two great nations. It is hoped that through this strategy our peoples can both better understand the culture and mindset of their allies, and gain further military experience. Creating closer bonds and more stability!
First question to be put down, How many troops should be involved in this program at one time, and should a time-table be set up for troop rotations?

I think a 1000 troop rotation would b e good to start out, perhaps we can educate some of your sailors and you educate our naval pilots.

Though Olspher has only recently taken an incentive reform it's air command we would be honored to better improve the Cerebrilian air forces. We would be equally exited to learn from the naval strategists of Cerebril and improve our current weak naval power. Though I'm a bit concerned with the number you present us, I believe it would be in Olsphers best interest to start with an exchange of 500 soldiers spanning multiple branches of our military's. Does this sound acceptable to you *ahem* I'm sorry I did not catch your name.

Very good, very good, but I have been asked by his chancellorship himself to make sure before this agreement was fully revised to make sure that our soldiers stationed within your country and under your command will not be discriminated in any way. Our people are in no way overly religious in the way that is expected, they are partial to all beliefs and those that seem right to them they practice. So I must make sure on there part that they will not be forced into any way of thinking they do not wish to be forced into. Please excuse my frankness Lord Kragar, but I must secure this right.

Your troops will not be forced to change there religion, and will be protected from persecution, however, our import laws still apply, meaning that books or media on the banned list will not be allowed. It would be a good idea of most of the troops you send follow Cerebrilianism, which I know is practiced by some in Olspher, or of Mytherianism, which has been acknowledged as a religion of good values by the Emperor.

I would be inclined to agree with you of course, but The Wisdom Council has specifically informed the Chancellor who then informed me that we can show no favoritism in troops chosen for this program. The Wisdom Council and the Chancellor stand undivided on this subject and they have swayed my superior Murcan Burk, the Minister of War to stand with them. I will however make sure that no offensive material is brought into the nation of Cerebril, and the troops will be required to take a Cerebrilian edict course before departing. Though I thought it might be significant to know that the soldiers sent into Olspher from Cerebril will undoubtedly get their beliefs questioned. For here in Olspher we have an ancient tradition known as Ingra Modostri, this will include many discussions of the validity and value of ones beliefs so as to prove the extent of ones connection to his own interpretation of the world, and to further categorize that person based on his connection with that interpretation. This is simply part of the Olspherian culture and we hope that Cerebril can simply except this fact as a benefit of the program, helping soldiers better cope with customs outside their own country?

*It is around this point that Olspher sends a small team of diplomats to clear up this issue. By this point it is assumed that the troops once in Cerebril under the program previously set up are now... gone. Either killed by rebels or lost in some other equally disturbing way. Although it is more disturbing that Cerebril will not face the Olspherian government to admit to this assumed fault, such situations are more usual then not. The diplomats send are known within the country as Ranti, a word once used to describe the "gentleman hunters" of the 2nd prosperous age in Olspher. Now it has come to be used to describe (informally) a class of diplomats known for their ruthlessness and devotion to dealing with one situation. They are almost like the special forces of diplomacy, and a situation such as this is best handled by them. Upon their arrival in Cerebril they start their pseudo investigation with the Cerebrilian governments diplomatic forums...*
