"Nngh...'foreign affairs'. 'Diplomats'."
The speaker's face was hidden behind a newspaper. Their body was hidden behind orange robes, trimmed with fine red and gold.
They threw the newspaper across the room (though taking care not to strike their attendants), revealing themselves to be a somewhat old, red-haired fellow, with eyes that spoke of little else but boredom.
"I tell you, it's all easier back home, no? Keeping to oneself, lying under the stars; not locked up here because these chet'zino might think less of me!"
Golden Sword's attendants all had the sneaking suspiscion he was scared. They kept extinguishing the thought, but it was growing stronger with each day they spent in Olspher; for each day, Golden Sword complained of the culture and the people and the ignorance masquerading as 'wisdom', and decreed he would stay indoors.
"Sir..." Offered the nearest; an apprentice on-the-up who went by the name of Silver Blood. "Either the leaders of this country are the most accepting or the most ignorant. If the former, it will enrich us to visit them. If the latter, may we educate them of Blutr's glory, his bloodied awe. And was not our aim to educate, when we arrived with passions high?"
"Ahh, my passions burn low now, as does my memory. But it is true, that the high persons of Olspher are our aim. ...Come, let us visit this..." Golden Sword thought for a moment, swinging his hand in a gesture beckoning recall. An attendant helpfully brought him the newspaper. "...This...Lan Tarri."
((By the way, it's 'foreign'.))

((Just a note saos, my nations ideas and setting may be slightly diffrent then you have interpreted them))
The office of Lan Tarri was cool and very quite, the air conditioner toiled away at making the room cool, and it brought a slight bit of comfort to Lan.
"Not as comforting as the wind though" thought Lan irritably, he had a desperate hankering to go back to his native Illin, a region in the north-most part of Olspher at the foot of the Caser Mountains. He definitely needed some time for self contemplation, being the Minister of Foreign Affairs during such a big crisis as the Cerebrilain Civil War was no easy task!
He let out a long sigh, "when this is all over..." he murmured aloud and then decided that he would take a short breather from his work. He got up and pulled a book from the shelf next to his desk with the title "A Synthetic Diplomacy" and quickly became oblivious to the world around him.

Two attendants gently and quietly opened the doors to Tarri's office...then Golden Sword stamped in, and practically bellowed: "I request your ear, noble sir Tarri!"

Lan Tarri practically shot out of his seat and snapped his book shut with surprise, he stared at the interruption for a moment. Then he burst out laughing and motioned for Golden Sword to sit down managing only to say "come, come". Then it seemed to occur to him that that the laughing may offend his guest (as he had already identified the man to Golden Sword, the Saosidonian diplomat) and decided an explanation was in order.
"I humbly apologize for my outburst sir..." he began "It's just not nearly as many of the diplomats I meet with make quite as exiting an entrance as you just have". He smiled again "I hope my reaction will not make a bad first impression?".

Lan Tarri thought for a moment, shifting though the many diffrent appointments and issues he had to sort out. "I'm afraid to say I do not. Though as I have yet to formally make your acquaintance, the honor of doing so is reason enough for your visit. Though I sense a deeper purpose in your voice...?

Lan Tarri smiled momentary and then looked at Golden Sword with a serious expression. As he leaned forward to speak a small circular pendent with many complexly etched lines erupting from it's center to the outer ring slipped out of this shirt which he expertly tucked back in with one fluid motion.
"I do not know of this offense that you speak of, but if you seek information, or... more then just information, then you are in the wrong place. I will tell you boldly what no one else in this goverment will tell you besides a select few. We are a passing thought. It is the people of this nation that are the true essence, the profound and base form of the spirit of our past and future. In the case of Olspher, the head is made of the masses and the acting body the government... we will one day crumble, but the people remain a constant in a world of chaos. So if you truly seek to understand Olspher, cease attempting to speak with the body and consider speaking to the head."
After a long pause Lan's expression morphed into one of great contemplation. "You speak of your purpose... I have heard it said that Olspher is the substance of purpose. There is a word specifically in our old tongue, vountos, something akin to 'ever changing purpose' or 'all purpose' that is used to describe our nation and it's people. It is simply the way we think and live... There is no set scheme of life, let the wind take you where it wills, but understand that the wind is controlled by you!"
Lan locked his thoughtful blue eyes on Golden Sword. "So if what you say is true, that you do not know what your purpose here is... one will find you, such is the nature of Olspher. So, I think, the question is not what you shall give or take, but rather what will be given or taken."
